Transfer

A Transfer in the words of Dale Yoder involves, "the shifting of an employee from one job to another without special reference to changing responsibilities or compensation". Thus, a horizontal movement of an employee in a company, not involving promotion or demotion is described as a 'transfer' which does not involve a material change in responsibility or compensation.

Types of Transfers

There are various types of transfers depending upon the purposes for which they are made. Important among them are as follows:

1. Production transfers: are frequently made when the need for manpower in one Job or department is reduced or increased.

2. Personnel transfers: are made to meet the requests or needs of employees.

3. Versatility transfers: are Intended to increase the versatility of an employee through ample opportunities for.gaining a varied, broader and richer job or work experience.

4. Remedial transfers: are made to remedy the situation arising out of a faulty selection initially.

5. Replacement transfers: are used to replace a new employee who has been in the organisation for a sufficiently long time. These transfers are intended to prevent lay-offs.

6. Shift transfers: are made to help employees work in a particular shift as per their convenience.

7. Plant transfers: are made to adjust the work-force of one plant with that of another when that plant is closed down for reasons beyond the control of the employer concerned.

8. Temporary transfers: are made on grounds of ill- health or accident causing temporary disablement.

9. Permanent transfers: are made on grounds of ill- health or accident causing disablement of a stable nature or the employee's desire to learn a particular skill etc.

Transfer Policy

The responsibility for effecting transfers is usually entrusted to an executive with power to prescribe the conditions under which requests for transfers are to be approved.

A successful transfer policy should have a proper job description and analysis. Frequent and large-scale transfers should be avoided by laying down adequate selection and palcement procedures for the purpose.

Following are the characteristics of a good transfer policy

I. Specifically clarifying the types of transfers mid the conditions under which these will be made.

2. Locating the authority in some officer who may initiate and implement transfers.

3. Indicating whether transfers can be made only within a sub-unit or also between departments, divisions/plants.

4. Indicating basis for trnasfer — i.e., whether it will be based on seniority or on skill and competence or any other factor.

5. Deciding the rate of pay to be given to the transferee.

6. Intimating the fact of transfer to the person concerned well in advance;

7. In writing and duly communicated to all concerned.

8. Not frequent and not for the sake of transfer only.

Transfer Policy

A systematic or a good transfer policy and procedure should provide for the following:

(i) The types of transfers and the circumstances under which they will be used should be specifically clarified.

(ii) The authority or officer who will be responsible for initiating and approving transfers should be clearly laid down.

(ill) It should be clearly specified whether transfers can be made within a sub-unit only or also between departments, divisions and other plants, if any.

(iv) The basis of transfer should be clearly Indicated such as seniority, merit or skill or any other factor.

(v) A timely communication of the transfer decision to the employee concerned should be specifically provided for in the transfer procedure.

(vi) The change in the rate of pay or earnings after the transfer of the particular employee should be indicated.

(vii) It should be prescribed whether or not the seniority credit of the transferred employee will be retained or not.


Benefits of Transfers

Some of the important benefits accruing from transfers through a good transfer policy may be put as follows:

(i) They correct faulty selection and placement of employees.

(ii) Good transfer policy helps to stabilise fluctuations in work requirements.

(iii) It increases the effectiveness of the organisation and raises its productivity.

(iv) It provides greater job satisfaction to present employees through job enlargement.

(v) Transfers increase motivation and productivity by developing the skills of the employees and avoidance of monetary.

(vi) Transfers bring about improvement in relations between the employees and their supervisors.
